Shell targets Angola’s ultra-deepwater blocks in new ANPG deal

The deal will be signed on Monday, November 3, 2025.

Global oil company Shell is set to sign an exclusive negotiation agreement with Angola’s national oil and gas agency (ANPG), to explore and develop several offshore oil blocks, in the Southern Africa country.

They include blocks 19, 34, and 35, alongside additional ultra-deepwater areas. The signing ceremony will take place on November 3, 2025.

“This event marks a historic moment for the Angolan oil sector, consolidating Shell’s presence in Angola,” ANPG said in a statement on October 30.

Angola is Sub-Saharan Africa’s second-largest crude oil producer after Nigeria. The country’s impending partnership with the London headquartered company is seen as a culmination of major regulatory reforms undertaken to attract new investment into its energy sector, aimed at keeping production above 1 million barrels per day.

Meanwhile, US energy giant Exxon Mobil recently announced that it has signed an agreement with the government of Gabon, to explore offshore oil and gas reserves along the Central African nation’s coast.

With operations in Nigeria, Angola and Mozambique, Exxon Mobil’s entry into Gabon seeks to expand its footprint across Africa.

The company will collaborate closely with the Gabonese government, to assess deepwater and ultra-deepwater blocks for potential oil and gas development.
